Disapearing launcher & menu bar [Noble]

You should state how you got to Noble, like an upgrade or fresh
install. You should also state which windowing system and desktop
environment you are using. It will help folks troubleshoot the problem
with you. Otherwise, you are relying on people owning an orbuculum.
