I just fiddled a bit and this seemed to work:
sudo apt-get install festvox-don
echo "some text or other" | \
festival --tts --language british_english
"festvox-don" is just one that showed up in "apt-cache search festvox".
If I specify e.g. "--language blah" it gives me a list of installed
languages.
All apt-get seems to do is put a directory for the voice and some files
under /usr/share/festival/voices/english, so if you are getting the
festvox files some other way than via apt-get, perhaps you could look
in that directory for hints as to how to place your files.
If you tell me exactly what files you got, where from and how you tried
to use them, I can see if they work for me.
Regards, K.
