Suggestion (procedure, which always worked since before Ubuntu existed):

apt-get update
apt-get upgrade
apt-get dist-upgrade
(This brings system fully up-to-date on current release.)

Edit sources file(s) to change release name to which an upgrade is
desire, e.g. ‘focal’ to ‘jammy’.

apt-get update
apt-get upgrade
apt-get dist-upgrade

Reboot.

apt-get --purge autoremove
