no, apache "requires" whatever you define in its configuration...
since your config comes from a former install where you did set it up
properly and since the upgrader will not touch this to not potentially
break it, you will have to move it forward yourself ...
most likely you can just replace the calls to 8.1 with 8.3 in your
config files and it should then work ...
