No. You are confusing 3 different things here, 2 of which are your own
guesses, which are wrong.

No.

1. The Ubuntu-users don't really care about Mint because it's not
Ubuntu, it is merely based on Ubuntu.

2. Mint 21.x is always Ubuntu 22.04 underneath. Mint doesn't take
anything from Ubuntu interim releases. There's nothing from Ubuntu
23.10 in Mint. You're wrong on this one.
