No it is not equivalent.

The same major version of  Mint means it's still based on the same
Ubuntu LTS -- in this case, 22.04.

Mint does not adopt or take Ubuntu's HWE updates, although those are
automatic in Ubuntu xx.yy.2/3/4/etc releases.

Mint Edge is, very broadly, the LTS version plus the HWE updates.

HWE _only_ updates the kernel and graphics stack. It won't have newer
email clients and things.
