OS updates without reboot

Is it "NOT" ok to do OS updates on 20.04 and not reboot ?

I have run into a couple cases (where I manually did updates - but no
reboot) and
ksoftirq was taking 100% of cpu sometime there after.

 I reboot and of course dont see the problem again.

Weird for sure.
