rescue boot cannot check root fs

I wanted to check the root fs, so booted into the rescue kernel. Selecting fsck option fails as is usual (fs is mounted).
Is it supposed to be able to do this? Maybe is can mark the fs for fsck next time?

I do know other ways of requesting fsck on boot.

TIA
