No, not without downloading and manually installing it. The updated
115.3.1 version has superseded 102.15.1 so it's no longer present in the
packages list. However, the actual 102.15.1 thunderbird deb packages
have not been deleted from the archive server as of yet.

The program deb packages for 102.15.1 are near the bottom of the page.
Should be aware that there's been a number of security vulnerabilities
(some critical) affecting the 102.x.x and prior versions of Thunderbird.
Mozilla has stated there will be no security patches made for the
102.x.x and earlier versions.
