What desktop? Using X11 or Wayland? Whichever it is, try the other,
and report back.
If possible, try a non-3D composited desktop, such as Xfce.
Graphical Gtk Emacs or text Emacs? If the latter what are other
terminal windows like?
Does Firefox launch? What if you run it it from the command line --
any errors shown?

If so it should have an AMD Radeon HD 2400 XT GPU, with a
RV610/RV630 chipset.
The built-in Radeon driver should be able to control this:

What does the Ubuntu drivers tool say? If it offers anything, install
it, reboot and try again.
