That can happen, but it gives you the peace of mind of knowing it's
most likely a configuration issue that can be solved. You would then
have a known-working user with directories and files that you can use
in comparisons to try to figure out what went wrong.

As an alternative to creating a new user, this page suggests renaming
the ~/.config directory (to something like ~/.config_old or whatever):

This isn't mentioned, but you probably need to log out and back in
again to force Ubuntu to create a new one. to see if that solves the
issue. If it does, you can slowly copy over the configurations
from the ~/.config_old directory to the ~/.config directory so that
you don't have to reconfigure everything (logging out and back in
each time). It's possible that one of them will reintroduce the
issue, at which point you'll have found the culprit and can zero in
on it to figure out what went wrong.
