I strongly dispute this.
Firstly, although it may still be in support, Linux mint 21.1 is now
superseded by the release of 21.2. I don't see any good reason to stay
on 21.1: driver compatibility or anything should not apply, because
the new version is based on the same release of Ubuntu with the same
kernel.
Secondly, since 21.1 was released, there hasn't been a new release of
the MATE desktop, so that shouldn't change either.
So, no I don't think it is a good idea to encourage people to stay on
superseded releases of software. It's not obsolete, not yet, but there
is a newer and better release available and I think upgrading to it is
a good idea.
This is not a new major version and there should be no particular
migration issues. I do not feel like there's any need to treat this
with extreme caution such as dual booting.
And, for what it's worth, I have looked at this distribution myself
personally. Here is my assessment of the beta release:

Secondly specifically this printer.
HP's own website recommend installing the latest HPLIP:

My advice is based on supporting HP printers on Linux for about 25

So, no, I reject your statement that do not feel on my advice is
helpful or relevant. I personally, from fairly extensive experience, I
think that it is bang on -- and if I didn't I would not have posted
it.
