I've been using Gnome day-in and day-out for almost 20 years and mutter
for over 10 years.  Bring-to-front and send-to-back have always worked
in my experience, even for native Gnome apps, both those that use CSD
and those that don't.

According to the bug linked in a previous message, they still work in
Wayland (I can't verify this since starting Wayland on my system
results in a black screen with no mouse or keyboard activity recognized
as far as I can tell).  And they still work on my desktop for apps that
DO support CSD.

So, you're incorrect: it's definitely not "normal for Gnome".
