You did not specify, but this sounds like you are using GNOME?

Then I am sorry but that is "normal for GNOME" as far as I can tell.

GNOME does not have title bars any more. They have been replaced with CSD.

The GNOME devs think this is a good thing. That tells me that they do
not know how to use the middle mouse button.
