22.04 performance

So getting slow performance...

I noticed in the settings area upper right - there is Performance and
balanced.
I tried to switch ot performance and still running CPU at 1200 not 3400...
Why ?

I then tried powerprofilesctl set performance
and still running /proc/cpuinfo at 1200
why?

How do I get my machine to fly! :)

Thanks - this was previous  the "slow nvme performance"....
