PS:

https://packages.ubuntu.com/jammy/xserver-xorg-input-all is a meta-
package.

It depends on xserver-xorg-input-libinput
and recommends xserver-xorg-input-wacom .

I would reinstall xserver-xorg-input-libinput .

IOW when doing it from a live media instead of a virtual keyboard:

$ sudo -i
# apt update && apt install systemd-container
# systemd-nspawn -qD /mnt/point/of/broken/install/ apt update
# systemd-nspawn -qD /mnt/point/of/broken/install/ apt --reinstall install xserver-xorg-input-libinput
