The only upgrade path that was ever supported from 18.10, was to go
through all versions until you get to an LTS release. So you'd need to
upgrade 18.10 -> 19.04 -> 19.10 -> 20.04 LTS. From 20.04 LTS you could
upgrade directly to 22.04 LTS if you wanted to.
