Yes, and I've changed my mind about that.

At first I was thinking that if the fan were delivering very hot air
out the vent, it must be cooling the system. That is not entirely true
- it depends on *how fast and how much* air is coming out the vent. If
the air being delivered is hot and slow, then it could well be a
blockage, damage, or dust buildup on the fan blades, any of which would
reduce cooling efficiency. However I think we can rule out bad thermal
conductivity to the heat sink from the CPU, or even just dust buildup
on the heat sink itself, as something is heating the air quite
efficiently. Only if there is a lot of hot air exiting that vent
*fast*, can we probably rule out cooling system failure.

All in all though, I now think close inspection of the cooling system
is warranted. So I've just joined Liam's camp :-)
