SOLVED:

FWIW, I had turned off the SMART capability in the BIOS because the
disk I replaced was going bad (and prevented the system from booting -
entirely).

I just rebooted and turned the SMART flag back on for the same drive
bay, where the new SSD is plugged in, and the warning and 30s+ pause
disappeared.

It seems the two were connected.
