Mirrored focal-updates repository not seen by apt

After some head-banging, I'm pretty sure this is the bug referenced here:
https://github.com/apt-mirror/apt-mirror/issues/102
It looks like this issue existed for a while, and there's a later issue
about apt-mirror looking for volunteers, since it seems to be unmaintained.
I see a mention of aptly in there. I suppose I can hack up apt-mirror
itself, it looks like a simple fix, but I'm not at the point where I want to
start hacking system scripts, so I'll look into trying aptly to run a local
mirror.
