Is it possible that inconsistent scanning speed is _causing_ the jams?
You didn't say, so:
* What machine is it attached to, or is it on a network?
* If directly attached, what OS is that machine running?
* Is access local or networked? If both, does it make a difference?
* Is this a new thing and could it be related to host OS version?
I just attached my *ancient* flatbed scanner to a modern PC with Mint
20.3. It was horribly slow. Now, to be fair, this is a USB 1 scanner
which also has SCSI ports, but even so, it was fairly fast and smooth
on a Mac with macOS 10.13 on it.

Whoah whoah whoah. There are at least 4 different issues in there that
you are conflating.
Always remember the golden rule of technology:
There are 3 criteria: good, fast and cheap. Pick any 2.
You can only have 2 of them, never all 3 at once in the same device.
Come on, you've been around the block, you should know this.
Picking apart your conflated, mixed-up, unrealistic question:
Step № 1:

OK. If you want good and high speed, then applying the Golden Rule, it
is not going to be cheap. You know that, right?

What?
You want to bolt your long-life lasting scanner to a printer, a
technology that is almost a disposable/consumable item these days, and
causes problems with Linux drivers?
Why would you want to do that?

Colour printing is doable. It's not fast and it's not good quality.
It is also doable on the cheap but then the earlier points are at
least doubled.

Remember, if you want cheap, then either it won't be fast, or it won't be good.
So: you put price 3rd. That means "good" and "fast" are more
important, and cheap less so? You *must* pick 2.

Yes. That is 100% normal for inkjets. It is called the Gillette pricing model.

For this reason alone, if nothing else, you DO NOT WANT a colour
inkjet (cheap, fast, NOT good) built into a scanner!
Also: new cartridges or refilled ones? Investigated 2nd sources?

If you want good and fast you can't have cheap. I do not make the rules.
If you want a good scanner that will last for years, and is fast, then
forget cheap. If you want it combined with a printer and you want the
printer to be fast and last for years, forget inkjets. Get a laser
printer and forget colour.
I think all-in-one devices are bad. I avoid them. I have a ~20Y old
scanner that still works, and a ~15Y old printer (mono, laser,
networked) that still works, no driver issues at all.
And both were free.
Good + cheap, not fast.
You *need* to isolate your priorities here. Combine them all and you
are guaranteed to satisfy none.
If you want an all in one, you are getting *cheap*, and *fast*
If you want cheap AND fast, you have therefore eliminated *good*.
Sounds to me like you did that already.
Want colour? Get a standalone inkjet. Accept expensive refills and
frequent device replacement.
Want fast printing? Get a laser. Lose colour.
Want both? Get 2 printers.
Want decent printing and decent scanning, cheap? Combined
laser/scanner. Forget colour & forget inkjets.

Again: "cheap" + "fast" = NOT good.
Vendor is irrelevant.
