It was in the incorrect URL I had previously given you. After
actually reading the ReportingBugs page (out of morbid curiosity), it
turns out that this is the correct URL for manually filing bug
reports:
https://bugs.launchpad.net/ubuntu/+filebug/?no-redirect
That will ask you to briefly describe the bug, check the list of
similar bug reports to see if it already exists and if it doesn't,
you'll get the question about the package (with the "I don't know"
option), an area in which to describe the bug, and an opportunity to
tick a box if this is a security issue.

Apparently, both apport-bug and apport-collect gather the same
necessary information about the issue. The difference between them
seems to be that apport-bug adds the information to a new bug report,
whereas apport-collect adds it to the existing nnnnnn bug report.

If you've got the power to make the edit, you could add it.
Otherwise, that would be a great suggestion to give to the bug team.

It could have been written more clearly (starting with turning that
numbered list into bullet points and adding some missing steps). I had
to reread it to make sense of it.

Good. Then the final step is to look on the bug report page to make
sure you're signed up to receive emails when it's updated or when
others contribute to the report. I'm not sure if Ubuntu automatically
does that or not.
