It depends on the mobo. It's possible to unbind USB ports and was, maybe
still is done by Linux real time audio users. On an old mobo I did this,
to get rid of an IRQ shared with an audio card. On some mobos you likely
need to unbind way more USB ports, than you want to unbind. IIRC unbind
doesn't really help you, since you can't get information about the
connected device anymore.

I don't remember an issue with changing port orders after a restart as
mentioned here:

Other ways, such as powering off a port:

Maybe the last link provides a way to disable instant access, by still
getting information about a connected device.
