Ubuntu 20.04.3 desktop (Cinnamon) - SSH disconnects when user logs off the desktop!

have you checked the settings in the default desktop instead ... 

none of my desktop machines ever exposed a behaviour like this with
default ubuntu installs (and i have not heard about this before from
the plenty of users i regualrly support), this kind of indicates that
it is related to something you changed after installation. 

perhaps cinnamon (or a dependency it installs) changes the system
config in this regard or disables/removes some default system component
...
