Ukraine

I cannot help wondering, now that I just heard on the news that Russian
citizens are now being blocked from accessing social media, if it would
be possible for some of us who are lucky enough to have domain names
and decent broadband connections to voluntarily provide some VPN
service?
The situation there is utterly dreadful and it seems pretty obvious to
me that the Russian social media block is intended to prevent Russian
citizens being able to view images of their husbands, brothers and
fathers dead in the streets of Ukraine.
I know little about VPN, having never had reason to use it, and I
hardly ever use any social media, but I can see that there is an
openvpn package in the repositories.
This would be all very well but then it would be necessary to somehow
get the domains offering service to those in need of it. I don't know
how to do this.
Ideas, anybody?
