ubuntu (and all derivatives) use netplan to configure networking
(systmd-resolved, systemd-networkd if no network-manager is installed)
on the low level ... after you removed network-manager and its
dependencies just follow the examples on:
https://netplan.io/examples/
(though i'd use ubuntu-server (or UbuntuCore, depending on the use
case) from the start for a headless system. it is way more work to
recursively remove the desktops and their dependencies than simply
using a server install)
