Replace Network Manager with dhcpd on headless system - any issues?

If resolvconf worked right with Network Manager I'd be happy to keep
it.  I want to use dnsmasq as my LAN DHCP/DNS server and it doesn't
work 'nicely' with Network Manaer and systemd.

I know it all works well on a Raspberry Pi where there is just dnsmasq
and dhcpd and resolvconf so I was hoping I could configure it
similarly on xubuntu.
