I can see Ubuntu packages for both Netbeans and IntelliJ. According to 
https://www.jetbrains.com/idea/download/#section=linux, "sudo snap 
install intellij-idea-community --classic" should do the trick. And a 
.deb file is available at https://netbeans.apache.org/download/nb16/.

Sometimes the distro-specific installer is hiding and the .tar.gz file 
is the one you're given first. Dig a little bit, you'll usually find the 
.deb file or installation commands.

(Remember to only install software you trust, and only install it from 
official sources!)
