Yes.
Even the KDE Plasma in 22.10 is already EOL.

No, but KDE is.
If you use KDE, you should upgrade a lot more frequently.
If you are on an LTS, then when the next LTS comes out, wait for the
.1 edition and then that is the time to upgrade.
That came out some months ago. You are overdue. It is telling you this.
I just checked for you.
Kubuntu 20.04 uses KDE 5.18. That was an LTS release *of KDE*.
It is past end of life now:

BTW, this goes for all the alternative desktops. Everything except
GNOME. Only GNOME is officially fully supported.
(There is a kinda sorta partial exception for Unity, because it was
the official desktop until 18.04 so it's still getting vital bug
fixes... in theory. I wouldn't like to rely on it. I upgraded all my
machines with Unity to 22.04 as soon as 22.04.1 came out.)
