Ventoy usage

provides a note, that probably explains the cause for the issues you are
experiencing.

"Converting to boot in BIOS/CSM/legacy mode while Windows boots in UEFI
mode can make the boot process more awkward -- you'll need to use the
computer's built-in boot manager to switch between OSes, and some
computer's have such poor boot managers that this may be impossible."

When I had Ventoy related questions I did the same as you and first
asked at a Linux distro's forum [1], since I needed to wait for
activation of my Ventoy forums account. Fortunately the creator of
Ventoy is subscribed to this Linux distro's forum, so I never needed to
use my Ventoy Forums account. However, the better place to send Ventoy
related requests are the Ventoy forums,

of your Ventoy forums account, you could take a look at
https://www.ventoy.net/en/index.html , maybe it provides a solution.

I successfully use Xubuntu on a Ventoy USB stick, but I can't help
you. Actually my "BIOS" is set to "both". The PC is a Linux multi-boot
machine, Windows runs in virtual machines on a Linux host on this
computer. All Linux are "legacy" installs, all drives are MBR drives,
without any EFI related partition or file.
