Is this a case of updates vs upgrades?

Personally I think that updates fix broken things whereas upgrades, in my
mind, are significant changes that result in a modification of the
operating system's description as reported by lsb_release -a

Of course, there is always the chance of an update or an upgrade breaking
things.
