But your server is running a headless Ubuntu 18.04, so an Ubuntu 18.04
live DVD much likely does boot into the command line interface ...

What do you see if you power the server up and down, by using the
installed Ubuntu 18.04?

Do you see messages? Maybe a cable and/or the graphics and/or the
monitor is defect.
