Getting new hardware - can I just move the disk?

I have an Ubuntu 18.04 LTS server system running on rather old hardware (10+
years), which I want to upgrade.
But there is loads of stuff on this including (but not limited to):
- Subversion server
- Apache web server (svn is plugged into this)
- Several websites via Apache
- OpenVPN VPN server
- ...
The system is now showing this when I log on via PuTTY:
New release '20.04.3 LTS' available.
Run 'do-release-upgrade' to upgrade to it.
What is the best approach here to keep everything going on the new hardware?
Can I just clone the existing drive onto the drive of the new computer and then
start it?
Or just plug the old drive into the new hardware?
