What is "HP Smart"? Bear in mind I'm working blind here. I don't have
an HP printer and I haven't installed HPLIP on something in about 8-10
years.

Well, OK, but what I am getting at is that this means it is a _local_
device _to that PC_. This is not the same as being a network
printer/scanner.

There is infrastructure in Linux and CUPS to share printers over a
LAN, but CUPS doesn't have anything to do with scanning and it can't
help you with sharing a scanner.

Indeed, that I know of, _no_ OS has scanner-sharing facilities. Which
is why, if you want a scanner to be available to different devices on
a network, you might want to connect said scanner directly to the
network.

Is this on the local machine to which it's connected, or on another machine?

I just took a look at

It seems that 3.20.5 is not current and the current version is 3.21.8.
I would always advocate going for the very latest version.

For instance -- I'm not sure what version of Ubuntu you are running,
but if you are on the current releases (20.04 LTS or 21.04 short-term)
then 3.20 may be too old and might not support it, whereas I'd expect
HPLIP $CURRENT to support Ubuntu $CURRENT.

So my 2 suggestions would be:

[1] Use the latest HPLIP

[2] Try attaching the printer to the WLAN.

And supplementary to that, as per Zahid's point:

[3] If you have a smartphone, try setting up the HP tools on that as
well. Even if you don't want to use it from the phone this could give
useful info.
