The ipsec-tools project was abandoned in 2014.
This is at the top of the project's webpage on Sourceforge.net:

  Important Note

  The development of ipsec-tools has been ABANDONED.

  ipsec-tools has security issues, and you should not use it. Please
switch to a secure alternative!


$ apt-cache search ipsec

Maybe something in the resulting list will work for you?
