To my limited knowledge you can have just a "Local Account" and an
option "Sign in with a Microsoft account instead", but you don't need
to sign in or to have a Microsoft account at all. From time to time
Windows pretends that you need an account, but actually you don't need
to have one, just ignore it, click it away.

The web provides "activated" installs by ISO files. Maybe it requires
such an "activated" install in the first place, but actually you still
need even to activate an install done with such an ISO, using your
"organizations activation service" that either requires a "legal" or a
"legally leaked code", the latter is available all over the Internet.

I only describe the facts, I do not encourage to do something dubious.
