Using the local IP address or the external IP address?

Try accessing it from the local network, but using the external IP
address.  If that works then the router is ok and it is your ISP or
something in the internet that is blocking it.

Also *please* do as I asked earlier, and on the machine running vnc run
sudo lsof -i:5900
