New M/B-CPU refuses to boot

After seeing this and your other messages in this thread, my money
wants to go on a failing power supply. Those can be quite brutal. I
know you just put a new motherboard, CPU, and RAM into the machine,
but how old is the rest of this computer? Also, are the fans inside
the computer running while all of these things are happening and/or
not happening?
