It depends what you want to do. Simple notification/control is
commonly done using Telegram to communicate between node-red and
remote devices.
On the basic question very many smart devices can be flashed with open
source apps such as Tasmota or ESPEasy so they can interface with the
control system (often node-red) via MQTT.
In addition many choose to make their own smart devices using hardware
such as Wemos D1 Mini or other similar devices.
