Noticed 18.04 vs 20.04 speed

Do you expect that running newer software versions, without updating the
hardware does increase performance?

Nowadays Wirth's law is much likely incorrect, you can easily get new
hardware that speeds up performance, if you are willing to pay much
money for latest hardware, to cause more and more hazardous waste, to
waste rare earth elements, to increase power consumption, IOW to trash
the planet more and more by intervals that become shorter and shorter.

A new computer becomes obsolet, while you leave the shop, but it anyway
will speed up performance for a while.
