20.10 (groovy) is reaching its EOL on July 22, so if you upgrade now to
21.04 (hirsute) you can install xpdf since it was re-added back to the
repositories when it was updated to work with newer version of the
poppler libraries.

Will your DWG viewing program not work with a newer version of Ubuntu?

Alternatively, you could download and manually install the Debian
package of xpdf and see how that works. I'd would install the version
from Buster (stable), but Sid (unstable) might also work.
