Mileage varies I suspect. When I upgraded my Moto G5 (I think it was)
to a Moto G8 Power Lite all of my WhatsApp messages were restored. I
don't know whether that was done for me by Motorola or Google but when
my girlfriend recently replaced a Samsung phone with a Pixel one all
her old WhatsApp messages were gone.
Some apps provide backup capabilities that can be operated by the user.
For example Ski Tracks has a section in the menus that allows backup
files to be made that can be copied off the phone to a PC and placed in
a certain directory on a new device to restore all of the data from
seasons past.
I don't know of any other apps that do this but a google search might
be worthwhile for anything of concern.
