the behaviour you describe seems to be GNOME not Unity (GNOME comes
with vertical-only workspaces by default, Unity used to use a workspace
grid by default) ...
for GNOME you can simply define the keys in the settings and just
override ctrl+alt+up/down with your own key combination...
