Executive summary: this is normal.

20.04.3 preparation is still in progress.  The process of preparing a
point release involves updating the base-files package, which causes
upgraded systems to report themselves as being 20.04.3 LTS; this
particular update forms part of the images that we release, so it always
necessarily ends up being published a short while before the release as
a whole is published.
