Question about installation procedure of 21.04

As far as I know, the only reason that option would be greyed out is
that your machine has not been connected to the Internet.

If it has no Internet connection, then it can't download anything, so
the option is unavailable.

Either plug in an Ethernet cable, or connect to a wifi network.
