ironically, some of the 'newer' Dell BIOS's can handle the binary
bios file (.exe) on most machines, unless very (very very) old.
else you'd have to make a bootable USB stick, and get some free dos
version or so, and boot/run with that.
I believe you can tell, by entering that "one time boot menu", if there
is an option to update the BIOS, it can do it without windows/dos etc.
