You should not wait much longer than that, since 19.10 will go out of
support in July (non-LTS releases only get 9 months of support: you're
expected to get onto the next higher release within 3 months of it
becoming available).
It's even possible that 20.04.1 will be delayed past the end of support
deadline for 19.10 in which case you'd be out of support for however
long the delay is.
It's not generally expected that people who run non-LTS releases will
wait for the .1 release of an LTS. It's expected that they'll update
within that first 3 month period, regardless. After all, if you're not
on an LTS release presumably you're willing to endure some amount of
instability :).
I expect UbuntuMATE is the same way, although I don't know much about
it so I can't say for sure.
