APT ordering of reposiitories

Mint isn't an Ubuntu flavour. There are no 18.1, 18.3 or 19.3 releases
available of whatsoever Ubuntu flavour.

https://packages.ubuntu.com/bionic/iproute2

4.18.0-1ubuntu2~ubuntu18.04.1 is provided via
https://packages.ubuntu.com/bionic-backports/iproute2

4.18.0-1ubuntu2 is in
https://packages.ubuntu.com/disco/iproute2

4.18.0-1ubuntu2.1 is accessible when using
https://packages.ubuntu.com/disco-updates/iproute2

4.18.0-1ubuntu2~ubuntu18 isn't provided by any repository at all, see
https://packages.ubuntu.com/

I don't know what third party repositories you are using, neither do I
know anything regarding Mint releases.

Maybe you just forgot to sync the package index files, maybe something
else is fishy.
