Well that explains how the previous ones got updated.

I have run out of ideas I am afraid.  Time to submit a bug report I
suppose.  Obviously do a full manual upgrade first.
sudo apt update && sudo apt full-upgrade

Please post a link to the issue here for anyone having a similar
problem and finding this.
