application is turning off "always on visible workspace"

I use the Hamster timekeeping application. I turn on "always on visible
workspace". As soon as I use and close the entry add/edit dialogue, the
"always on visible workspace" attribute is turned off. How? Why?
To be clear:
- run application
- turn on "always on visible workspace"
- application now follows visible workspace
- open the add/edit dialogue
- optionally do something in the dialogue
- close the add/edit dialogue
- "always on visible workspace" is now OFF
Is there any way I can override this little application's desire to
tell me how to run my workspaces?
Google has been of little help. This is 20.04 GNOME.
